Mark Collins is a retired federal public servant. He served with External Affairs, Solicitor General Canada, and the Canadian Coast Guard; he was posted at the Canadian embassies in Pakistan (also covering Afghanistan) and Yugoslavia (also covering Bulgaria). The Soviets invaded Afghanistan two years after his tour ended and Yugoslavia dissolved into civil war four years after his departure. But no inferences should be drawn.
